Issue Resolution
- The system is now restricted so that state users can only take physical payment types for carriers who have the same base state as the user.
- The issue that was preventing a mail-in payment from being applied has been resolved.
- Authorized users are now able to change the base state of a carrier who has the same base state as the user.
